I want to start a web/graphic design business?

I would like to start a business in web and graphic design. This might be a silly question but I really am not sure how to go about doing this. For the web portion, is it possible to use my own web server and if I can do this how do I go about getting one set up on the internet? Thank you for any comments. Also, if this is not possible do you have any recommendations for ISPs?
